If organized medical insurance is the enemy, why have the government take it over instead of scrapping 4 HSA’s?

The problem with rising medical costs seems to be the consumer only pays a dollar for every five dollar increase when they have insurance. Why not bring free market supply and demand back where people won’t go to doctors who charge more than their services are worth?
